General Summary:
Acquisition Business (AcqBiz) provides the acquisition community with a set of visible, accessible, and understandable tools and capabilities within the Army supported net-centric enterprise services environment. Utilizing a Service Oriented Architecture (SOA), the suite of tools and capabilities will provide the acquisition community with information management services necessary to efficiently and effectively equip the Warfighter.
Duties and Responsibilities:
- Plans, develops, organizes, coordinates, and manages information technology (IT) projects from initiation to closing.
- Develops and gains approval of project plans; conducts cost benefit analyses and risk assessments; assures that project plans meet functional and technical business objectives.
- Creates and manages project schedules; monitors and reviews project progress; adjusts schedules and plans as necessary; identifies and resolves issues.
- Works with an integrated project team and manages integration across all functional areas to satisfy project requirements; manages project resources; monitors project activities and resources to mitigate risks; implements and maintains quality assurance processes.
- Manages project inquiries and provides project status briefings to internal and external stakeholders; manages customer and internal management expectations relevant to a project.
- Obtains user acceptance of completed products and services.
- Monitors project activities and resources to mitigate risk; implements or maintains quality assurance processes.
Problem Solving:
- Defining problems, assessing alternatives, and making decisions regarding issues that stand in the way of successful project completion.
- Facilitating Clear Communication: Enhancing communication among stakeholders, demonstrating exemplary personal communication skills, both oral and written.
- Organizing and planning: Forming teams; setting milestones; planning meetings; disseminating, tracking, and filing project documentation.
- Establishing and managing budgets: Performing cost estimates, tracking spending, reconciling invoices, soliciting and evaluating vendor quotes, preparing purchase orders.
- Negotiating and influencing: Balancing stakeholders' conflicting priorities; negotiating regarding budgets, resources, and scope definition. Working across a diverse team, with a range of individuals from both the private and public sector.
- Army Acquisition: Knowledge of the Army Acquisition Lifecycle and Program Management processes.
Knowledge, Skills and Abilities Required:
- Senior level (4-7 years) experience in the management of large scale IT projects which encompass the planning, development, integration, and implementation of major enterprise-wide business software systems.
- Experience in accepted project management methodologies / processes, particularly the Project Management Institute's (PM!) Project Management Body of Knowledge (PMBOK).
- Experience in using Microsoft Project or MS Project Server to conduct critical path analysis, support earned value management, and monitor project progress against one or more project schedule baselines.
- Project Management Professional (PMP) certification is desired, but not required.
